The Hong Kong police force was known to be corrupt during the 60s.Lui Lok and Nam Kong, who used to betwo righteous police officers, wanted to change the status quo bybuilding an empire of corruption to control organized crimes. Theyeventually took the position of Chief Chinese Detective, but soonthe imbalance between the triad and police causes chaos.
