Synopsis

He' s not your typical cold blooded serial killer. The victims of Vann Siegert (Owen Wilson) complain about their lives and demonstrate a willingness to end them.

While seeking a new kill in a small town, his plans become complicated by dreams of phantom cops and a new love interest.
